Hello, can I use the JRE+Jikes instead of the JDK?

I'm unable to get jikes to compile JSP's, as outlined in the FAQ, adding
the init param to the jsp servlet section in webdefault.xml...

    <init-param>
        <param-name>compiler</param-name>
        <param-value>jikes</param-value>
    </init-param>

... the following exception occurs.

Unable to find a javac compiler;
com.sun.tools.javac.Main is not on the classpath.
Perhaps JAVA_HOME does not point to the JDK
        at
org.apache.tools.ant.taskdefs.compilers.CompilerAdapterFactory.getCompiler(CompilerAdapterFactory.java:105)
        at org.apache.tools.ant.taskdefs.Javac.compile(Javac.java:929)
