Summary: Unencoded URLs in HTML dir listing
Resource.getListHTML() encodes (with URI.encodePath())
only the last (filename) component of the links it
generates, not the base, with the following result.
With the directory structure /a/#b/c , the directory
listing of /a includes a propertly encoded link to
/a/#b: <A HREF="/a/%23b/">. But in the listing of
/a/#b produced by following that link, the link to
/a/#b/c is unencoded: <A HREF="/a/#b/c">, so is
effectively a link to /a/.
